In order to get the Shuffling Sands toy in WoW Dragonflight you only have to have finished off the Thaldrasian Campaign. Once that’s all settled, you can make your way to purchase it.

You can purchase the Shuffling Sands toy from Usodormu in the Temporal Conflux in the southeastern area of Thaldraszus.

Usodormu is located at the coordinates of 60.34, 79.87 at one of the platforms of the Temporal Conflux. You can make your way to Usodormu and the Temporal Conflux from anywhere on the Dragon Isles, but ideally, you Dragonride directly from Valdrakken.
