You will have to dive under the water in order to get to this Treasure Vault. Find the swirl near the marker in the lake and you can dive down there. Once inside the cave, you will see a stone wall in front of you. Look around to the upper right and you should see a switch you can pull.

Use your pull spell to grab it and that will open up the stone wall. You can now go inside and get your two chests and whatever else you find inside. To get back out you can swim back to the swirl and use that to get out. Now you can go hunt down some more treasure.
