Once you get down in the well, head here on the map.

He is sitting there but he says he is not sure how to get up any further. He then suggests you go speak with someone else.

While you are in the area you can run around and light all the fires. If you do this, you can head up the steps near the main Shrine and face off with a boss. The boss is a large stag like creature and it is weak to fire.

Either way you are going to need to head out of here to keep going on the quest. You can explore the lower area of the map still, but the upper part will be locked off to you until you complete the quest.
