You unlock the suits as you follow the main story. You will get a mission where Peter says he wants to change clothes because his current suit is full of sand. This will take you to a nearby rooftop where you will open a bag and grab a new suit. This unlocks the Suit menu on the main menu. You can then navigate to the very bottom of the menu to find the suits that come with the Digital Deluxe Edition DLC
