There are a few spots to catch a Flabebe but this is the spot I found them.

You will want to head Cortondo and then go south from there. there is a river you will need to cross so your ride Pokemon will need to be able to swim. From there head to the sport on the map and look out for super small flower Pokemon. Odds are you will run into one by accident just roaming because they are so hard to see.

You can also bring up your map then leave to see if you have any Flabebe icons on your mini map. They won’t lead you right to the Pokemon but it will let you know that one is in the area atleast.
