When you get the picture, check your inventory to reveal the first clue. It will tell you to hit the puppet on the bridge. To find the bridge, warp to Krat City hall. From there, turn around and you can see the bridge out the doorway. Go through the doorway and to the bridge. Run up to the puppet and you can hit it with a ranged weapon or thrown item.

Grab the key and you will get a second clue, a house number. This time you want to warp to Inside the house on Elysion Boulevard. Go out to the roofs and cross the plank to find the door you can open. Go inside and loot the safe for your reward. This time you get an outfit and a gem, which is pretty rare.
